This is a characteristic which is exclusive to the old tube-type video
cameras. Anything using film or chip technology will not exhibit this
behavior. Silicon based pickups merely voltage clip and recover next
frame. The old tubes have a hysteresis due to the nature of their
design, yielding the long streaking flares. Tube hysteresis is one of
the reasons why the worlds finest audio amplifiers still use tube
technology to provide a smooth and powerful analog signal.
The easiest way to see streaking flares is to take a mild hit of
LSD about 4 hours prior to view your finished animation. :-o :-)
How about putting a cluster of particles inside the ball of a lens
flare, and then using particle blurring to create prompt streaks?
I haven't tried it, but it might provide a start.
